Operation Limitations
There are some limitations while conducting operations to be in accordance while flying under rule Part 107.
*You may not fly faster then a ground speed of 87 knots (100 mph).
*Cannot be flown higher than 400 ft. above ground level (AGL) unless flown within a 400 ft. radius of the structure and not flown higher than 400 ft. above the structure's immediate uppermost limit.
The crew members also have limitations:
*Minimum visibility as observed from the location of the control station, must be no less than 3 statute miles.
*Minimum distance from clouds must be no less than 500 ft. below a cloud and 2,000 ft. horizontally from the cloud.
These limitations along with other things are in place to assist the remote pilot's ability to identify any hazardous conditions in regards to other airborne aircraft or people on the ground then to take the appropriate action to calmly maintain safety.
Operations over people and right of way rules:
*You can't operate your UAV over people unless either that person or persons is directly involved in the operation, either a VO, or any type of crewmember or tour crew or an individual directly involved in a film (i.e., an actor). Also the person must be within or under safe cover. This could be a building, house or a stationary vehicle that could protect them if an unexpected occurrence of a accident were to take place.
If operating near people that are not participating in the operation, the PIC should always have a plan or strategy in place.
*When selecting the operational area try to select if possible an area that is less populated.
*If your operation is in a populated area have a plan to keep all non-participants clear of the work areas, having them to be indoors or under a covered structure.
If you are operating from a moving vehicle, again try to choose a less populated area. Adopt and keep a safe and appropriate operating distance in place at all times from any non participants. 14 CFR Part 107 prohibits operations of a sUAS from a moving vehicle without a waiver. Also if you are operating with a waiver and in a moving vehicle or watercraft the PIC must maintain VLOS (Visual Line of Site) on the sUAV. If you are the operator of a moving vehicle you must NOT serve as the pilot in command(PIC), a visual observer or someone manipulating the controls. This is considered very reckless.
Who has the Right of Way ?
The Remote PIC has the responsibility while in control to remain clear of and always yield right-of-way to ALL other aircraft, manned or unmanned!
*Always know the flight path,altitude to be conducted at and aware of people in the area at all times.
*Have the ability to avoid a collision and prevent other aircraft from having to take evasive action. This is done without flying in autonomous mode, the PIC must be able to know how to operate and override the UAV for safe operation.
*Again always yield right-of-way to all other aircraft, including aircraft that is on the ground around the airport.
